BLOOD CONTRACT AND BLOOD THAUMATURGY INTRODUCTION
Blood is an important resource for vampires, this is made hundredfold for the Strigoi. Other than sustaining themselves, they require blood to perform their blood rituals. Their own blood have special properties that allows them to bind spiritual entities to them. Such entities may revolve around the spirits of the dead (humans and Mystic Kind), nature spirits, and perhaps spirits of belief. But, of course, daemons can also be put into service as well. By doing so, the Strigoi's subjugated spirits would allow him/her to have access to the spirit's spells. It goes without saying that the more powerful the Strigoi, the more spirits they would have already subjugated and the maximum they could have is three by the time they reach S rank in Blood Contract. In fact, it is possible to kill someone (living) and force them into a contract while using up their slot. This does explain a good part of the Strigoi's image of living sacrifices.
That said, because a Strigoi makes a contract with spirits, their body is now a medium where it serves as their new "prison". Because of this, the Strigoi may also inherit some of the spirit's inherent abilities as well. By conversing with them, they may able to make use of their expertise if they are in good terms. Though it goes without saying what will happen if they aren't. However, if they manage to sever the bond, the spirit may go free and there may actually be a chance it would be vengeful and cause you harm. It is why many rarely do such a thing. Each spirit that inhabits the Strigoi's body by the Contract will have a "Seal" etched on the Strigoi as a representation of their connection.
Inherently the Strigoi are capable of some form of necromancy as their blood can be used to turn empty corpses and carcasses into zombies and ghouls just like any vampire who give a little bit of blood to raise a group of the Dead with varying sentience. Even bare skeletons can become moving servants for the Strigoi as they drench and soak them in a solution with their blood. Such servants may retain what capabilities they once had in life, but higher "quality" servants demands their blood to be of equal "quality" as well. They may even weaponize their blood to a small degree such as being acidic and poisonous to touch. Though to have elemental capabilities like the Sanguineus is not possible.
But what is most important is that they can summon a spirit, of dead nature or not, to appear before them through a ritual in which they must have blood involved. Such a thing may even use living sacrifices. However, it does not mean they have established a Blood Contract with them, all they did is call for them and perhaps come to an agreement to settle down to a Contract. But if they endeavor for a specific kind of spirit, a Strigoi must have this summoning ritual done in a place where said spirit is likely to be drawn from. Because most Strigoi used to be former Magicians, they may be able to learn Magician skills such as Shortened Incantation, Atelier, and so on. For Atelier, they must set their boundaries through blood (and have an incantation in the skill's description).
It may be possible to have your spiritual servant to become stronger on their own individual training, but a spirit of the Dead has no way of improving their power as they have reached their "end". Though nothing is stopping them from learning more things such as how to cook, studying history, and so on. Nature spirits and the like are capable of growing in strength.
