Appearance: Rein's appearance has nothing out of the ordinary. He has a slender body build, and is actually slimmer than most of the kids his age, because of his troubled life as a child. A little short, he is 164 centimeter tall, and weighs no more than 52 kilos. He has a slightly pale skin, a straight hair that is divided by a fringe in his forehead, and reaches his neck's height. His eyes are of a light-blue color, and they, from time to time, emit a weak glow of the same color and it is possible to see some small sparks going out.
He has a aloof and cold semblant, and it is not rare for him to have some dark circles under his eyes. As for clothing, Rein usually wears anything that's simple and not flashy, either because he has a poor past and is used to this kind of clothes, or because he doesn't likes to draw attention. Also, he is mostly always carring his dagger around, be it on his hand or into his pocket.
Personality: Rein is an extremely aloof, cold-hearted, quiet and hard-to-talk-with person. Because of his troubled past, he hardly speaks with anyone unless necessary, nor does he trust people easily. Usually very silent, he hates to draw attention - something his Psychic Power doesn't help with - and has not a single friend. You could call him antisocial, but he simply doesn't feel nice in crowds, and talking with someone he doesn't trust is extremely hard for him. Because of this, making friends is almost impossible.
Highly intelligent - especially in the Physics subject - Rein's the kind of person who thinks first, thinks again and, at last, thinks once more. After this, he moves to action. In combat, he analyzes every situation and tries to predict his foes movements based on every information he is able to collect, be it their personality, weapon, ability, strengths and weaknesses, etc. Using this, he traces the best course of action to achieve victory.
When talking becomes something necessary, he is very calm and direct - minimizing the time wasted as much as possible, to avoid extending the chatter. When angry or pissed, though - something that can happen very easily when someone calls him short or something - he is very mocking and aggressive, even being violent if he gets the chance. But, in general, he acts coolly and avoids any unnecessary chatter.
His favorite kind of food is sweets - anything with sugar makes sure he stays awaken - but he is also a fan of oriental cooking. Although he eats anything, he dislikes vegetables, and will most likely refuse one if there is another option.
History: Rein believes in God, and in gods. In the world he lives, there's no way someone is able to deny their existence - at least, not someone who has already come in contact with the supernatural. But, if he does exist, God probably forgot the boy. When he was no older than some months, he was abandoned by the parents he never got to know. Then, he was found in the garbage by a group of other abandoned kids - the older of them being ten years old - and they decided to raise him. In a land without owners, the children lived every single day without knowing if they would be alive at the next. But that baby would bring a new hope to the small group.
Even with the difficulties, the baby grew healthy, was named Rein, and soon, started to help everybody else in the easiest works, like searching for food in the garbage. But, as stated before, they never knew when the danger would show itself. When Rein was six, it happened. A group of five men invaded their house - that was an abandoned building, where they always hid - to steal the small bit of food that the kids were able to collect with so much effort. They, of course, tried to protect it, but one after the other, they were beaten up. When the robbers reached Rein, though, something unbelievable happened: the kid released an electrical discharge at them, what made them run away. He was no mere human. He was a Psychic.
After that day, the children started to get more notorious, as nobody had courage to face the "Supernatural Kid", aka Rein. Their leader even got bold enough to invade other "gangs" hideouts to steal food and other useful things, using their newest member as a weapon. It didn't take too much time for the powerful people there to hear about it, though. A mobster spoke with the leader of the children group, in particular, and made an accord: he would give the kids lots of money, and they would give Rein in return. One night, then, the Psychic was betrayed by those who he trusted the most, when they basically "sold" him, because of his powers. But it wouldn't end like that.
After a whole year working for the mobster, in the worst conditions possible, Rein was able to get his revenge. In the middle of a battle between two mafias - including the one he was into - the boy took a chance to shock his jailer to death, and ran away without thinking twice. But his heart was full of hatred. Rein met his "brothers" once again, and they received him as if nothing ever happened. That left him really, really angry, and he went out of control. When he came back to his senses, he had already killed their leader, and the other boys were all scared to death, keeping distance. There was no place for him there, anymore.
Luckily, for the first time of his life, he received a blessing. When he was about to die out from cold and hunger, a woman wearing a strange uniform appeared before him, alongside two bodyguards. She said that they knew he was "special", and that they were there to help him. They were the I.A.C.S.B., and would give him a new meaning to his life, if he wished so. Rein didn't trust them, at first, but it was not like he had any other option. Then, all those years, he trained, studied and learned many things with his savior, called Sophia, and when he was fourteen, he ingressed in the organization as a 3rd Class member. There, he would trace a new road, a new future. A destiny different from the one that God, or the gods, had chosen for him. He would choose his own fate...

Name: Body Armor

Description: A protective ballistic vest which is worn over the chest and torso; although variations have been made for the supernatural entities whom are not quite so… humanoid. While still somewhat tough, it does not mean that they are going to be completely protected from the real monsters in the supernatural world. At best covers the internals and important organs while leaving the limbs unprotected for maximum mobility. This is normally worn when units are sent in important tasks where mortality rate maybe high, or even in a major operation.

Description: Basic radio assigned to each unit to communicate with the administration and control of the operation. Typically it is designed as a wireless earpiece receiver and microphone combination, but often lower ranking members end up with older generation equipment such as ones that rely on hip-mounted controls and batteries. These radios work off of the IACSB’s encrypted radio channel, and are unable to pick up other channels without being tempered with. Ideally they can pick up transmissions from about 30km around in an urban environment; but in a clear area they can pick up transmissions at range around 40km. Lili usually has the earpiece at least on hand, but prefers to use a phone since she needs the loudspeaker function for her interrogation approach anyway.

Description: A plain, simple military dagger. The knife's handle is about fifteen centimeters long, where the guard separates it from the blade. The blade has roughly twenty five centimeters, the upper part being completely straight and barely passing the twenty centimeters mark. The lower part - that's the one used for cutting - is slightly curved, so that it can make its work better. It is entirely made of steel, without rubber or anything to cover the handle, so that Rein can conduct his electricity easier, and weighs no more than a normal knife.
Uniforms:
Name: Trenchcoat and Suit
Description: A formal dress shirt and pants that is worn to work whether in the office or on the field. On the field, typically a thick pale grey trenchcoat is worn over this attire alongside boots. In more dangerous areas and assignments, the agent’s ballistic vest is usually worn over the suit jacket as well. While on formal occasions it is expected for IACSB members to wear the full uniform, on the actual field they are not required to wear the outfit at all if they choose not to.
Name: Riot Suit
Description: Military-like uniform that is worn for major operations, which is required by all IACSB personnel when it comes to serious engagements; although some higher ranking members may wear their own battle attire. This is made up of black fatigues with a ballistic vest and leg guards over the top, with a military tactical rig topping it off. While they look similar to SWAT armour, they tend to be more minimalist as many of the IACSB rely on their supernatural abilities and thus do not need the extra weight.

Abilities:
Name: Fulgurkinesis
Description: Fulgurkinesis is Rein's Psychic Ability, that allows him to generate and manipulate electricity. It has many uses, though. Not only can the power be used to send powerful discharges at the opponents when fighting, but it also gives to Rein the ability to feel electromagnetic waves, in a way that a exaggerated frequency can disturb him (giving headaches and such). Aside from that, manipulating those waves to use magnetism on the user's favor is also possible. At higher ranks, the discharges become more powerful, and he's able to deal with the waves with more ease. Additionally, the user's body is not damaged by his own power.

Description: The capacity of one's ability to resist mental interferences. It should not be confused with Bravery as that ability is more focused on persevering through fear. Where fear could still be a factor in which this ability may not be able to cope with.

Description: The natural talent to sense danger through various sensory details no matter how small. This may come from having a form of "Sixth Sense", intuition, or other senses.

Techniques/Spells:
Name: Blitzkrieg (Lightning War)
Description: Rein uses the Fulgurkinesis to energize one of his hands or one weapon that conducts electricity, charging up a bolt. Then, he is able to release the energy at once by aiming it at a target, and the lightning rushes forward in a straight line. The electricity can be conducted by other materials, if it ends up contacting one. The lightning is released to a maximum distance of 10 meters, stopping at the first target hit (or not, if it gets conducted, for obvious reasons). But, for every extra second that the user charges the technique, it can reach an extra meter, the maximum being of 3 meters, with 3 seconds of charge. The damage dealt by the discharge is moderate, as it is a Rank E Technique.

Name: Kinetisch (Kinetic)
Description: A very simple technique, that consists into energizing the user's feet or footwear (as long as it's not a non-conducting material) to increase his movement capacities. This way, the user is able to jump higher and run faster - the latter, because, with the help of the electricity, he's able to ignore friction slightly. The duration depends on the amount of energy used, but the max duration is around five posts. It adds a ++ modifier to the user's Agility.

Name: Sturm Wender (Storm Slice)
Description: Another simple technique, that follows the concept of "Kinetisch". Rein energizes his weapon - that, of course, has to be made of conductive material - with an extremely agitated amount of electricity, so that the weapon gains electrical properties. If it hits a person or other creature, it releases the discharge, that is as strong as a taser's, dealing a moderate extra damage at the attack. The electricity stays into the weapon for only a few minutes, though.
